Exercise design is research first and drama second. Before injects and adjudication there is a situation that has to be plausible to a room of people who know the subject. The scans here build it: a scenario with its assumptions stated, a risk read that names the failure points the injects will pull on, the calendar of real events the exercise sits inside, the systems the players will reason about and the logistics that decide what is possible.

A sustainment and movement read: routes, chokepoints, documented capacity, and the parts the record does not show. Logistics decides what the players can actually do.
The order matters. The first read gives you the structure; the next ones fill the parts that are hardest to source by hand.
